Eligibility
- Income within 200% of the poverty level
- No dwelling may be weatherized more than once, except those weatherized prior to September 30, 1993
- With owner approval, low-income renters as well as homeowners are eligible
Required documents
- Proof of household income received over previous twelve months
- Social Security documentation for all household members
- Photo identification for the head of household
- Proof of residency (Must be living in St. Louis County)
- Proof of homeownership or landlord's approval for renters

Community Action Agency administers emergency and crisis intervention services to assist low-income people out of poverty conditions. Services include food pantries, farmers markets, food production support services, weatherization, housing down payment loans/grants, electric, gas, heating fuel and water assistance, ex-offender reentry program, GED/High School equivalency test instruction, school supplies, certified application counselor program, job readiness, case/care management, leadership development, life skills education, youth enrichment programs, anger management, substance use disorder education/prevention, individual development accounts, extreme weather centers and post disaster cash grants.
