Eligibility
- Most funding sources require household income to not exceed 135% of poverty guidelines
- If a household resident is age 60 years and older the income cannot exceed 150% of poverty guidelines
- Disconnect Notice is NOT Required; might be eligible for assistance
Required documents
- Proof of household income from previous month (IF paid four times a month, need all four check stubs. If receive child support, need the stubs from the previous month. IF receive unemployment, need the stubs from the previous month. IF self or any member of household receives social security/TANF, MUST have CURRENT award letter stating benefit amount
- Social security documentation for all household members over one year of age. IF do not have social security cards, MUST have something official listing each household members social security number, such as tax papers, a print out from the social security office, check stubs, etc.
- Photo identification for the head of the household
- Proof of residency (documentation establishing a St. Louis County, Missouri resident)
- May require a disconnect notice (depending on funding source requirements)

Community Action Agency administers emergency and crisis intervention services to assist low-income people out of poverty conditions. Services include food pantries, farmers markets, food production support services, weatherization, housing down payment loans/grants, electric, gas, heating fuel and water assistance, ex-offender reentry program, GED/High School equivalency test instruction, school supplies, certified application counselor program, job readiness, case/care management, leadership development, life skills education, youth enrichment programs, anger management, substance use disorder education/prevention, individual development accounts, extreme weather centers and post disaster cash grants.
